(Continued from Roll 2_4) Armstrong believes that the Chiefs that signed the Treaty of Greenville <were in the British pay>, meaning that they were still heavily influenced by the British at the time. He writes that the Indians will attack their enemies when they least expect it and then <disappear ... in the immensity of their forests>. Armstrong thinks that <presents to the amount of not less than thirty or forty thousand dollars> should be given to powerful and influential Indian Chiefs in the region in private so that they may side with the United States as opposed to the British.
