This is quite a lengthy letter but the beginning opens up with James Snelling talking about how they have discovered Whiskey in the Chippewa County. The whiskey was brought into the county by some former agents who used it for trade. Snelling talks about how the English traders would not be happy if they learned about how the US was trading Whiskey within the Chippewa County, mostly because that it what they like to do. He is worried that the English could take this the wrong way and start to harm traders or start a trade war in the County. Snelling says that he has received word from the the President that boats should now be searched and if they are carrying liquor they must have a license to do so. The traders have been spread out throughout the Michigan territory, especially around the Lakes.

Snelling again talks about how important the Whiskey is to the trading with the Indians. The US is trying to find ways to trick the Indians with the Whiskey trade so that they can come out winners on the trade it seems. Snelling starts to describe crimes that have happened near these trading posts, in which most of them have been murder around the trading of this Whiskey. Throughout Indian Country, it seems that crimes that are committed are always blamed on the Indians without evidence. The US blames them for pretty much every inconvenience that happens in the area. Snelling also starts to talk about how the Indians are out numbering the Agents in these areas. This is causing difficulty for them to enforce laws and other things.

As Snelling goes on, he seems to say that he is not enjoying the Whiskey trade because of all of the problems it has cause him and his family. It is causing all of the surrounding areas issues from the trades. Snelling mentions a man who has 300 <Blankets> of Whiskey that he intends to sell for about $.75 each. Snelling sees this as very profitable and wants to dive more into the trade now. He talks about how traders are selling the Whiskey now because of the how high it is in demand in the area. They have found out where a lot of the Whiskey is and Snelling wants the US to jump on this opportunity so that they can make it into a high profit and steal the business from the Indians.

Snelling starts to talk about Indian Trade as a whole and mentions that he does not like the way the North American Fur Trade is being handled. Snelling wants to limit the Whiskey trade that is going on in the Indian Country because he believes that it is causing harm to the country. He wants his agents to be able to enforce the law on the Indians when it comes to the Whiskey Trade.

This is a very long letter to the Secretary of War where Snelling opens up about the boom of the Whiskey trade and then gets into its negatives. It seems that the US is not making any money from this trade so Snelling wants to shut it down in the Indian Country. This is another way for the U.S. to try to impair Indian rights and ruin one of their main trading goods.
