(Started on Roll 2_28) Bartran, who was hired by John Kinzie, is calling upon the Governor of Michigan, William Woodbridge, to pay him the money that he deserves. According to Whistler, Bartran <resid[ed] in the villages of one of our greatest enemies without being double paid>. Bartran's duty was to observe and inform on the <actions of the Indians against our Government>.
