Crawford informs Cass of an act of Congress that now puts all foreign trade with the Indians in the power of the President. 1/4 of the trade goods are required to be given as bond and security to obtain a license to trade. This license will expire in the next December. For each license, Cass is required to notify the several agents and officers of the United States about the description of the person and value of their goods. The amount of bond required can be diminished at Cass' discretion. The Government and agents for Indian Affairs are authorized to issue the passport required.
